Debris Tornado (Skill 3 on Tornado Form) produces a knockback on contact with 120 range.
Simple contact with a Tornado produces a blowout with 600 range.
The first effect seems to be a worse version of the second one, which is also included in the basic features of the Tornado.
Why should I use Skill 3?

Use skill 3 of Tornado to get a chance to see a COW flying to your opponent.
This is the reason this is the BEST and most used ele elite in the game prior to the stability bug fix.
