I am fairly new to this class and PvP in general. Could someone help with a proper build and runes and all that good stuff for an elementalist?

0/10/0/30/30 is a very popular build with d/d in tourney play. It can be altered a couple ways to make it either more dps oriented or very balanced and versatile. Here are a couple different variations of it. Keep in mind there are a lot of ways to modify and still be viable, but this could get you started.
