For Arcana, min 20 points at least. Most people put 30. The reason is simple, you shorten the time to change attunements. 30 points you get to change every 9 sec, 20 points is 10 secs.
30 Arcana gives u EA which equal to 2 AOE, 1 Blind and 1 Heal every 10 secs depending which attunement you are in. It’s essential at least for me since I always animation cancel plus dodge roll for blast finishers.
You can read up on the standard D/D build which is 0/10/0/30/30. Water and Arcana 30 is almost staple for a reason.

Arcana-1,3,4 adept, 10 master, 12 grandmaster
Arcane build would have 10 in fire, 20 in air, 10 in water and 30 in arcana
2 Auras
Fire-9 master
Air-1 adept, 11 grandmaster
Earth-5 adept
Water-12 grandmaster
Aura build 20 fire, 10 earth, 30 water, 10 air.
3 Cantrips
Fire-2, 4 adept
Earth-3 adept
Water-3 adept, 9, 10 Master
Cantrip build 10 fire, 10 earth, water 20 with 30 to spare.
4 Conjures
not important for builds.
5 Glyphs
Air-3 adept, 8 master
Glyph build is 20 in air all else is optional.
6 Signet
Fire-2 adept, 9 master
Earth-2 adept, 12 grandmaster
Water-2 adept, 10 master
Arcana-10 master
Signet build 20 fire, 30 earth, water 20, arcana only causes some vulnerability.

It also depends on your playstyle. If you want to use all your atunements regularly and build lots of boons definately go 20 in arcane atleast. All else is pretty much to your own taste.
