We’re proficient with the weapons when we summon them from the elements, so why shouldn’t we be proficient enough with the weapon itself?

Its because those summoned versions are purely elemental magic versions of those weapons that act more like wands/staffs allowing you to focus a more concentrated version of their element then normal.
Personally I could see whips & possibly 1 handed swords being used by elementalists at some point though.

If Eles only had one Attunement. LOL. Times whatever number of new skills you come up with by 4, for 4 Attunements.

but honestly, if its a mainhand / offhand new weapon then it will only be 12/8 new skills respectively instead of 20. I’m sure eles could ask for an offhand shield, or mainhand sword or something of the likes.
Saying 20 new skills implies it is two handed.
