You might want to just consider your race’s elite skills first, though…
Tornado is also one you should grab for underwater combat. It’s actually pretty good, though on land it’s nothing special.

The elemental or racial elites if some of them appeal to you. The sword does decent if you like the conjure based stuff, but it’s not really more powerful than your base spells, costs an elite slot, and means you sacrifice all utility you have from other elements. Tornado is useless in PvE, haven’t had a chance to test whirlpool yet now that it’s been fixed, I avoid water combat like the plague.
