Using a warrior as an example is a bad idea as we’ve got more options for passive speed increase. Eles can get +10% from a minor trait and upto 25% from an adept, both out of combat iirc although you have to be in Air. Not only that but we also get a signet that increases movement speed by 25%. Warriors dont although they are more mobile.
If windborne dagger were to be active while out of combat it would render Air IV completely useless as it takes 50s of being in Air to get 25% (although i’m not sure if it’d be regarded as useless now, i know i wouldn’t take it ‘cause it’s counter to how the profession is played). To change windborne dagger would also require a change of other traits. I’d actually be in favour of this. I think the first minor trait in Air should be merged with Air IV and tweaked and windborne dagger able to be used out of combat although i would be fine with a slight reduction in %. This ofc would also mean a new minor trait in Air as well.
