Fresh air
There’s barely a difference between 3s and 5s cooldown. You don’t need less than 5s, because scepter’s air #2 is also under kitten cooldown.
Fresh Air is crazy good for pvp, and surprisingly enough, for pve as well.
Totally agree with @DiogoSilva about the small CD added with the new patch. So far i’m quite happy with 0/30/0/10/30 setup to run on WvW and PVE using S/D. Fresh Air actually made me like the Ele again as was quite tired of the D/D good old setup that I’ve used for almost an year.

Yeah I too like that S/D burst is now a viable build, but did they really have to completely gut D/D bunker for that – so much that it’s nowhere near viable now?
If we were able to swap through all attunements within a second, perhaps the OP is right. But swapping from one attunement to another puts all attunements on a short CD.
The difference is barely noticeable. S/D burst builds were awesome before patch. With Fresh Air added, they are even greater.
It was a bug fix, so I won’t complain, but fresh air wasn’t that strong with the shorter cooldown. I’m playing with it because it’s really fun, but I find it substantially weaker than normal 0 20 0 20 30 builds in just about every imaginable matchup;including head to head.
Here’s to hoping they continue to improve the bad lines so that going deep into them for fun traits is viable.

Sad part im using fresh air as D/D not glass cannon but neither bunker with excellent results in sPvP, but there’s less burst now from the lightning damage when swapping to air, and less dps since dagger #1 dps is way higher than any other attunement.
