Full Celestial Armor but Berserker all else?
IMO you should go pack, hoelbrak or strength and try to up your damage. The celestial armor should give you enough that you can survive getting focused with your utilities and mobility.

As for Fresh air, It’s a playstyle that gives you incredible burst if you know how to do it.
using a 0/6/0/4/4 build I’ve killed careless teefs in the amount of time it takes for them to cast their heal. This would also be my build of choice for dueling on an ele.
I play Scepter/Focus Fresh Air, and a combo you would execute would look something like this:
Start in Air – interrupt an enemy with GALE Switch to Fire-Cast Phoenix on the ground just behind your target- While Phoenix Channels, line up Lightning Flash and blink to your target. Lightning flash hits your target. Phoenix hits your target 3 times (traveling to, the strike and traveling from the strike point)
Cast Arcane Blast (CRITICAL HIT)
Attune to Air (lightning strikes your target on attune) cast Lightning Flash, Blinding flash and channel your arc lightning.

For fresh air: It’s great couple with electric discharge and scepter, as it allows 2 high damage low cooldown and instant single target damage. That’s why it makes a good burst spec, coupled with all the damaging bursty abilities of scepter. But you’re right: especially in WwW, giving up the survivability of water or arcana is dangerous. Fresh air is a high rish moderate level reward, and only really good eles can get the most of it, and only in WwW. Scepter also lacks the cleave and dps of dagger.
Runes of perplexity is cool, but hoelbrak/ strenght is the core of the build and you can’t drop them. I’ve seen a great ele player using them in a cele build, but he’s the only one making them work.
Don’t use more than 3, maybe 4 celestial piece in WwW. I personally use 0, and I do fine, but I may play around with some to see how it goes. WwW power creep allow direct damage spec to be far more viable for eles, and guard stacks gives you 2.5K free health you shouln’t worry about . I use a mix of knight/zerker/2 cleric rings/ptv, but then again a bit of cele could make my stats better.

x/x/x/6/6 is typically used with might stacking runes/sigils for offensive/roaming, and defensive runes/sigils for support running. It’s certainly the safest way to experiment with Ele, but you’ll likely find the first several hours quite painful while you learn the combos.
I doubt perplexity will serve you very well in the long run. Your best defense against a thief, or any profession, is to know how they work.
Fresh air is usually used by S/x for bursts. I’ve always found Fresh Air to be rather gimmicky, a sort of “hope they’re not a good player” kind of build. I really don’t recommend it.
I’ve found good stats to aim for are:
1800 power (with might stacking), 2100 without.
2400 armor
16k HP (guard stacks make this easy)
at least 50% crit rate
180% crit damage
Try using these stats for a basis, you should be able to achieve quite a bit more.
I’ve used this build and slight variants for over a year and a half now with exceptional success. It can be interchanged with staff on the fly with only one trait change (wind borne dagger -> blasting staff) and can be easily adjusted to standard 6/6 for additional condi cleanse.

You can beat good players with it, the build offers a lot of survivability with focus and you can counter people pretty easily.
