Lol wouldnt that be hard to code ..
1)Give it casting time anet.
2)Make it work like you said if the ele is in combat
3)Make it hold and release were range and cooldown is affected by which stage you let it go.Last stage has max range and cooldown(disengage),earlier stages have less range but more beneficial cooldown for roaming
4)Make it be affected by slows.

I cant think more..anyone?Be fast cause from tuesday rtl in wvw is reduced to 1 300 range leap every 10 sec.. :P

I specifically remember people proposing it should be affected by slows initially… and a lot of the ele community vehemently denying it, even if it made sense as being the only movement skill that couldn’t be (apparently).
Its odd that so many are now advocating it to be a good idea… o.o
