Q:

Does Glyph of Elemental power proc per spell use or is it per hit on an enemy?

To clarify if I use skills that hit foes more than once, (Dragon’s Claw, Dragons Breath, Hurl, Vapor Blade) does the Glyph only proc when I cast the skill or can it proc each time a skill does damage to an enemy?

A:

It’s per hit on an enemy... but with a five second internal cool down for each target. This means that most skills aren’t likely to proc it multiple times, but longer-lasting ones (meteor shower, for example) can do so.

EDIT: urgh, wordfilters really need fixed - they’re all clbuttic.

What cheese said. Also, the benefit of this is that you can, with a little luck, trigger the condition on every target hit by your aoe. Not just the first one. It’s quite decent for staff eles to make sure they hit stuff more reliably. Of course, you’ll need to compliment it with other snares like those from the weapon itself and/or the elemental summons. But if you do, it works well both in small and large fights.

If you can read this then it is proof that ArenaNet’s moderators just, kind and fair.

Aye, it’s dead useful for staff eles with their many AoE attacks, and something like Meteor Shower, Lightning Storm, or Frost Bow’s Ice Storm is very likely to proc it on all targets in the area. It’s also a stunbreak with a much lower recharge than the cantrips (especially when traited with Quick Glyphs), though the Signet of Air is faster still.

Its main downside is that it’s a passive skill that you’ll probably want to activate before a fight, but doing so loses you the stunbreaking option. There’ve been a number of calls to update it - make it proc an aura instead, or give the next few attacks special effects in defence.

It’s worth playing with, and you can see if you like the bit of condi or if you’d rather use something else.
