Glyph of elemental power broken (again)

I don’t know how they managed to do it, but GoEP is broken again. It’s a pretty amusing bug, I’d say test it out before it’s gone
It’s a little hard to explain, but basically the per-target cooldown of the glyph gets reset everytime another ele with GoEP hits the target. Put multiple eles together using something fast hitting like air scepter 1, and you get an obscene amount of burns.
Glyph of Elemental Power: The trigger chance of this ability has been increased from 25% to 100%. Weakness duration has been reduced from 6 seconds to 3 seconds. Internal cooldown can now be shared between elementalists. This ability will no longer apply conditions to nonenemies.
I don’t think it’s a bug and even as bug it won’t affect me positively in any way as you need multiples eles lined up against a single target to make it work…it may be fun in wvw for how it may last though
and for the record, GoEP is aoe.
easy 55k+ dps on the kitty golem with a freshair dagger / staff build with 4 tempests and all buffs without running condi gear.
basically between 20k – 26k burnings with just one skill.

it also , at least on the npcs in the mist , ignores its 5 sec ICD while the target is in down state . Dagger fire skill 1 will stack 2 burning stacks per projectile , so 6 stacks every AA lol, I could only get him to 24 stacks before he died tho.

I think this might apply to downed players too. A bug? I was easily applying 20+ burning stacks on downed players who attacked me with Fire Aura up while I overloaded fire over them. I would like to test this in game with a player to see how it works.
