Healing centered ele build?
The best way to do this is not. Neither the game nor the elementalist is built to be a healer. Rather, it’s just one of the many tricks you have available.
if you want to heal things as much as possible, then yes, staff. two water fields
Or just create a Guardian, he can heal much better than Ele can.
But this game is not WoW, so no pure healers here
You support by ccing mobs so your party doesn´t get steamrolled, and then you drop waterfields your other team mates can blast (provided that they´ve actualy grasped the concept of blast finishers) to keep the “only deeps matter” people alive. If they´re doing fine on their own you drop some fire fields+finsihers and listen them gloat about their damage because those 25 stacks of might are obviosuly all from theirselves.
Also note how nothing above gets significant improvement from healing power, so drop that idea right away.

Forget it,
scaling healing power from 0 to 2000 (all out on healing power), increases your staff healings by something like fountain from 2900 to 3900, healing rain from 3xxx to 6xxx and glyph of elemental harmony by only 25%-50% as well.
So Basically sacrifizing an entire Main-Stat for healing power gives you somewhat of 30-60% increased healing power.
Considering the long CDs the Staff Ele suffers, the sacrifices to archieve that outnumber the benefits of the lets say 45% increased healing by far.
I personally like the idea of speccing 15 (or more depends on how bunkerish you wanna be) to Water, for the vitality and the heal on attuning to water with cleansing wave, offhand Dagger X/D and evasive arcana, having 3 or 4 cleansing waves.
