I don’t think we currently have a staff meta, eles have several builds you can be successful with. I think it depends on what role you want to be in the zerg, dps or support, because you defiantly won’t be roaming. Most organized wvw guilds seem to favor the support eles, so something like 0/0/10/30/30 or 0/0/20/30/20 (Rock solid) is what I usually run when playing staff. Imo I think your toughness is too low, you might end up being rally bait. 1700 to 1600 are good lvls to be around, also going into earth just 10 points you will get a nice return on toughness with soothing mist. Your health looks ok specially if you have guard stacks. If your worried you damage is going to suck going support you can offset it a little with a bl sigil and might stacks you get from the zerg. I personally play celestial armor and weapons, celestial neck, cavalier and valk trinkets. I change the valk to zerkers when I get my guard stacks, for some more crit. I’m not familar playing a zerker staff ele, so I can’t speak on that but some people swear by it, just takes a lot of skill and positioning.
Firstly my rationals are for staff zerging are:
Healing Power: 1) ratios are horrible, 2) most of the heals in an organized zerg come from many other people blasting in the water fields which does not benefit from your healing power.
Condition damage: Eruption will likely never land/have a minimal effect, your burn uptime is only 50% of the time with Flame Burst.
Which pretty much makes Celestial’s all-stat benefits pointless.
Which leaves you with Zerkers/Knights/Valkyries/PVT etc to consider from.
1400 Toughness and 15k Health would be a luxury to have for survivability but you should really aim for full zerk to be a real asset to the zerg by obliterating foes.
Knowing when to Meteor Shower is crucial and being on voice com to lay down water fields is optimal/know when to engage and retreat is very important to not dying especially if doing full zerker.
The 100% safe way to engage zerg fights as a mega-squishy is to go in with Magnetic Aura up, channel Meteor Shower and Lightning Flash immediately away if it looks like you’re being targeted (will not cancel the channel/move the Meteor Shower). Throw Fireballs, lay down Lava Fonts and watch big numbers and Burning Retreat away from danger, it’s not really hard as long as you’re not lagging.

People go for Celestial because of the crit dmg, and it allows you to switch between d/d, staff, s/d and s/f easily, so you won’t need multiple gear sets. That is the main reason I run it and I defiantly don’t find it worthless. In organized wvw its important to follow your commander and drop water fields, you can’t do that if your casting one meteor shower and running from the fight. Nothing is 100% safe, you could easily go down to fringe thieves in just a few shots and rally a team.
