Guild Wars 2

I have a level 80 elementalist working on tempest traits. I have unlocked the first seven abilities, including the first (warhorn proficiency). However I can’t wield the horn! It says I need the tempest specialization in order to wield it. Am I missing something? Do I need to unlock all the abilities to get access to it?

You need to equip the Elite spec (in the bottom/3rd slot of Specializations) in order to use the Tempest weapons or utilities.
