Where are you trying to survive? Open PvE?
In any case, for an offensive build, you just want vitality.
But for a defensive build, you want some of all 3. Each stat is worth more when combined with the others. The more vitality you have, the more your toughness is worth, and vice versa. I use a blend of shaman’s and apothecary’s on my condi tank ele.
As for healing power in raids, depends on your group setup. If you’re the primary healer, there’s really no such thing as too much healing power. The tradeoff for more damage just isn’t worth it. You’re 50-80% of the group’s healing, and like 5% of the group’s dps. You contribute more to dps by keeping everything smooth and everyone topped off on health.
On the other hand, if you are not the primary healer, or you have two healers, then 1k healing power is probably more than you need.
I live well with about 2600 Armor and 16k HP . So i would mix it.
I generally prefer toughness as it makes your heals more efficient and lowers any direct dmg you take. Vitality is a nice security cushion but with no toughness, it’s chopped away fast.
But for raids you want to have as little toughness as possible so it wouldn’t mess up with boss agro.
btw if you want to play condi then I am not sure if taking the role of a healer is a good idea. You apply condis in fire/earth mostly and everytime you’d hop into water you’d lower your dmg a lot. Direct dmg healer ele in raids can at least use fresh air and squeeze some dmg in between heals.

This is only really true for 1 boss out of 6. And even for that 1 boss, Vale Guardian, having around 1400 is usually fine, as the tank typically takes more than that, due to various traits that increase toughness. But be able to lower your toughness if needed. Some players only run 1200ish.

With this set up, I can have:
1k Healing power
15k HP
3k Armor
and 1.5k condition dmg from the earth trait Strength of Stone and Undead runes

I am specialize in Earth/Fire/Tempest to be more offensive, I can also be defensive by swapping Water to Fire whenever necessary, and I will not be killed easily thanks to my extremely high toughness and healing power, I think this build will suit my play style perfectly.
Very fine. I am also a Earth/Fire/Tempest. I don“t use healing power and added precision :-). But staff feels the wrong weapon for this. Put in giver scepter (or dagger if close range) and Focus. This is another 20% condition duration and the weapons do more condi damage. Then add a torment and doom sigils. Geomancy for dagger.
