I need an Elementalist Build for PvE
That’s what I use on my staff ele, Gear is pow > tough/vit, with 5 fire runes and one 25 power rune (balthazar is fine). Staff uses a superior sigil of battle, and just remember to shift elements often.

EDIT: It seems to be mostly power, so it’d require a lot of dodging, and survivability would be a bit low. Maybe something a little more balanced? (That’s what my ele friend told me, anyway)

I’m not sure how far along you are with your character, so I’m going to assume that you are starting out. I see that you think that you do barely any damage. The weapons you use have a big effect. Go with a S/D or D/D build, if you don’t already. S/D is probably more balanced. If you know this already, please ignore my prattling on.
Then delving into traits and Slot Skills (which is a whole can of worms) is a bit more tricky. I have found that sometimes what other people post doesn’t work for me. I’m certain that this is because of my play style (how fast I can move my fingers, how bad my repetitive stress injury from playing GW2 is).
The type of foe you are facing also has an effect. If you are fighting something faster than you, what they are resistant to, what boons they have and their number, etc. all affect what you should equip and what skills you should use. Traits can even be rejigged depending on who the big bad is.
There are numerous builds posted in these forums that you might find useful. Try a few and tweak them to suit your style.
I use d/d in a pretty standard setup although i go with 20 air for one with air when its working.

actually you can stand and tank quite a bit if you gear it right. It stacks power for damage, but if you notice it has no crit. The rest of the stats are dumped into tough/vit. Try it, you won’t regret it.
