Well ice bow should of never been an all in dmg wepon. Though it should have strong cc effect then it dose now. So more chill on 3 some other effect then just bleed maybe chill or an healing / boon and the 5 skill needs to be able to pass though ppl so making it more of an AoE hard cc.
Now for the full dmg weapons such a Lighting Hammer it should be more ranged at least for its 4 and 5 skill making it a good replacement for ice bow skill 4.

Icebow – Ice Storm work well with Water trait Piercing shards, I also think Ice Storm make up the lack of good water dps in game. It was a very good conjure weapon, control/chill and damage with small heal (?). I still use it after the nerf for the sake of liking the skill, but I can clearly feel the huge damage reduction, all thanks to the terrible balance team.
