Imbued Melodies cooldown 10 or 30 sec?

Q:

Is the cooldown for the automatic sand squall below 90% health on Imbued Melodies 10 seconds like the trait states, or 30 seconds like the skill tooltip states?

I think it is an extraneous skill fact from back when warhorn skills aoe-stunbroke (which was on a 10s CD). They are utterly unable to develop for eles.
