Still worth learning even if it’s just to improve your overall gameplay and teach you to counter those the you see.
I understand the class rotations quite well from playing a lot with a friend but I take it from your tone, besides mechanics etc., that you would suggest not learning it?

If you play on a team where they want the strongest builds possible, there are builds that currently look more promising, if you just think it looks fun then it’s completely worth it. I would wait until the new arcana traits are decided to really say wether or not it will be good when the changes go through and even then it can still change easily.
Honestly, it is hard to call it at this point because so many things are changing and we don’t even know the actual numbers on traits (the ones we do know). However, if weapon skills or major mechanics remain the same, d/d will probably remain one of the best ele options. Regardless of what happens, if you enjoy the play-style, it will probably be viable in some form.
If you want your time learning ele to be worth it, I would maybe wait after the xpack or after we know the changes to core specs. It’s impossible to say right now. They did revert some changes, but also said that they changed Arcana completely again. No one can tell you at this point if d/d ele will be viable after the xpack comes out.
I hoenstly think you would be better off with shoutbow.

yeah basically all I really expect for the future of pvp for GW2 is that
1. Mesmers will be much stronger in nearly every way for pvp, especially regarding burst.
2. Necromancers “might” be able to finally fulfill a sustain role pending on blood magic not sucking anymore. They may also fulfill a power DPS spec too, but it’ll be much clunkier than existing types, with less support.
3. Guardians will be better longbow snipers than rangers themselves.
4. Revenants could offer serious competition with cele staff eles for a support role.
The future meta will most likely continue to favor both power based burst DPS, and well rounded sustain/support builds. Its just unknown whether or not elementalists will be able to maintain that level of personal and group sustain yet. The current air reworks also look bad for fresh air specs, so tempest has to offer a considerable amount of reliable burst and CC if eles could better compete with mesmer/thief for that role.
Pure condition DPS builds are also off the table as long as shoutbows show up in every team fight.

If you like the play style go ahead and learn it. If you don’t then skip it and go play another “meta” class/build you prefere.
People will tell you all sorts of stuff like it’s not viable any more, nerfed to oblivion etc but unless you’re playing at WTS level there are much much much bigger things that will affect your game than that.
For the DnD ele , you will have to master over 30 keys and understand a range of combat mechanics. So the question then becomes, do I really want to pick this class that has a steep learning curve?
I say go for it. Watch dnd videos and gear right.
HoT will be a host of changes to every class.
Anet is consistently making changes. So we will never know until the results are concrete.
