With exceptions rare enough that they could perhaps be explained in other ways, I don’t seem to actually have conditions removed when I use Phoenix. Am I misinterpreting things?

The phoenix only removes conditions on its return hit, IIRC. So if the phoenix got stopped by a wall or something, or if you ran away from it, it wouldn’t remove conditions.

The condition clear is when it returns to you, so you have to make sure it actually does and is not stopped by anything.
