Is This Build OK?
I don’t know much about eles in WvW, but for dungeons, elementalists are stronger when you specialize in doing one thing. The linked build seems to spread your strengths out too much.
A couple of popular and effective builds are stickied in this thread, namely the Scepter + Lightning Hammer build (in Neko’s guide) and Dagger/Focus (in Zel’s guide). Both take some skill to play and stay alive since you’re gearing and traiting for damage and boons, but both are fun to play

Highest damage staff build is sitting in Fire atune and spamming 1, 2, and 3 – maybe also 4 if your target is backed against a wall (and your FGS is on CD) and 5 if your target has a large hitbox/there are multiple targets tightly grouped.

Although I don’t know why you’d want to use staff anyway. Might stacking on S/D and S/F is better, and virtually everyone in this game designates that responsibility to the ele, so a lot of people get awfully mad if you don’t max out their might.

I would take full boon duration runes, and take lava axe and make it a might-stacking machine. With your Pyroancer’s puissance, using the lava-axe auto while in fire gives you 2 might stacks, and using blast finishers helps even more.
It seems like you are going to fire-ranged nuker. If that is the case, frost bow has a place as well.
Overall, it is a very nice build and can certainly work in wvw. Its not optimal, but if you enjoy the play-style it provides than go for it.
for dungeons zerk gear with scholar runes would do you much better
