Lack of Non-Cantrip Stunbreakers
These skills seem pretty random imo. I am not sure why you chose those ones but yeah, we definitely need more stun breaks if Anet wants to change the meta. Otherwise people will just stick to these utility skills.

I just chose most of them because I rarely see them used
Although it kinda fits for the earth shield and arcane shield
Can’t Rock Solid let you break stuns (earth trait that grants stability upon attuning to earth)? If they just made the Earth line a bit better, that could be a viable answer right there. 10sec cooldown stunbreaker. Go wild with your utilities from there

Stability itself isn’t a stun breaker, it merely makes you immune to stun effects. Rock Solid only grants stability and not a stun break, and any player in PvP is going to know not to use CC during the extremely short stability period if they spot it (and most CC abilities don’t have a long enough tell to use it reactively, either)
Right now it’s very weak for a grand master trait, and I’d support it becoming a stun breaker as well at the least.
You’re right, elementalists don’t have enough stunbreakers. Every elementalist build should have at least 3 stunbreakers without making any compromises whatsoever, like the standard D/D build. Nothing wrong with that.
I am sorry but this is foolishness. Most classes have very limited stun break options the only true exceptions being thief running S/X and Mesmers. The rest sort have to use what they have. If you time it wrong there is no second chance. True you can carry multiple but the usefulness is waning on most classes. Cantrips, there are 4 and all are pretty good. I say leave it alone since this is relatively balanced as far as how many their are per class. Cooldowns are another story entirely.

True and it should certainly stay that way, but there’s a ‘but’. On other professions, the stunbreakers are spread across various skill types. This allows for several kinds of builds, as each build can still carry a stunbreaker without going into non-themed stuff.
For example, the Ranger has a signet and 2 survival skill that breaks stun. That means both signet builds and survival builds have a thematic stun.
The engineer has 2 elixirs and 2 gadgets.
The guardian has 2 shouts and 2 meditations.
On Elementalists, we only have cantrips to break stuns. Combined with the fact that cantrips have the best trait synergy, this makes them pretty much a must have choice. Some cantrips, like lightning flash and mist form are good even without traits, and pure awesome with.
Cantrips get all the good stuff, and since having at least 1 stunbreaker is vital in PvP and high end PvE, it’s little wonder everyone flocks to them. If one of the signets gained a stunbreaker instead of the cantrips, I’d bet we’d see a lot more signet builds.

If they wanted to diversify builds they’d add stun breaks(or other meaningful defesive abilities) to the higher tier fire line too to get people to invest in it. I mean, why are there even two duplicate traits in the fire line?(+5% vs burning foes)
