I think that the most basic throw together build I came up with works well in a primary support (heal, buff, debuff) role. So this is the build I have been running:

It is a PVE support build (using Dagger, Warhorn) focusing on the obvious (buffs, CCs, and heals). I am not sure where all the complaints come from. Let me walk you through my thoughts on the build.
Traits:
Water:
Soothing mist = small regen like heal (stacks with regen effects)
Stop Drop Roll = Condi Removal
Healing Ripple= heal with water attune
Cleansing Wave=Condi removal
Aquatic Benevolence = increase heals
Powerful Aura = passes auras along as you create them (useful since auras will tag along other effects)
Alt. Cleansing Water = Remove Condi when you regen (The alt is a tough call PA gives me a lot of extra heals [little but constant], but CW is A LOT OF Condi Removal)

Arcane:
Arcane Fury: gain fury when switching (only good for the next skill)
Arcane Precision: effect on crit can be used to debuff the enemy right after element change
Elemental attunement: when changing elements buff people
Arcane Resurrection: increase revive speed and produce aura
Elemental Enchantment: boon duration
Evasive arcana: aoe effect based on element (water is heals, air is blind, and earth cripples)
Tempest:
Singularity: Overload!
Unstable Conduit: Overload Grants Aura (aura sharing is heals)
Speedy Conduit: Overload grants swift (good for getting heals\buffs\debuffs to where they gotta go)
Tempestuous Aria: Grant Might with Shouts!! Super useful
Alt. Harmonious Conduit: Stability while overloading (to make sure you get all your overload, the biggest effect is at the end and interrupts screw you)
Hardy Conduit: Protection while overload (overload is close quarters this is very useful)
Elemental Bastion: Auras heal!!!
Alt. Imbued Melodies: Faster Warhorn Cool down, and increased boon duration!
Alt options listed in Traits: Possible Segway from auramancer using more focus on buffs than heals.

Skills
Fire: Might and fury when switching to
Overload- Stacking might buff! And a lot! Aura (grant might when taking dmg and burn enemies)
3- Pretty much just your escape
4- 3 stacks of might (huge for all the might stacking you can do)
5- AOE combo field (I usually throw this in when I get the chance just incase someone can use it)
Water: Heals, fury, regen, condi removal!! Wow!
Overload- Heals, regen, big finish heal, aura (heals, reduce dmg)
1- Vulnerability (good if you find yourself wondering what to do, at least you have some debuff to add)
2- HEAL
3- Chill your enemy (cc right?)
4- HEAL (short range but bursty)
5- HEAL!! (good in Auric Basin and Dragon stand when you can throw it out and just heal everyone a little)
Air: Fury, swiftness
Overload- Vulnerability and lots of it!, aura (Stun foes [cc for break bar?])
2- Weakness (Debuff)
3- Aura (Heals, CC when attacked)
4- Knockdown and swift buff
5- Vulnerability (and lots of it if used well)
Earth: Fury, Protection
Overload- Protection, Cripple, Immobilize at end, blinding dust cyclones at end, aura (heal, reflect projectiles)
2- Cripple
3- Immobilize
4- Toughness and aura (Heals, reflect projectiles)
5-Blind
Utilities and Heal
Wash the Pain Away: Triple AOE Heal!, Instant cast
Feel the Burn: Fire aura (heal, burn enemies, might)
After Shock: Magnet aura (heal, cripple and immobilize enemies, might)
Flash Freeze: Water Aura (heal, reduce incoming damage, and might)
Ultimate
Rebound: death counter heal! Or aura with heal and other effects

Gear: Clerics for now for healing power and toughness (we are squishy)
Runes: Water for heals and boon duration!
Sigils: Leeching and Renewal (works with element swap if I am not mistaken)
I am sure plenty of people will say this build is crap due to arcane and tempest being together, but I find I still cycle threw all my elements, I just overload them before moving on. I also see a lot of trash thrown around about Tempest in general, but the constant output that they produce here is really something. Auramancer has come under attack as well, with the specific line “all auras are useless except for water” I don’t think this is true, the auras are just situational. Aura sharing and shouts are also conflicting somewhat since you cannot stack the same aura multiple times. I find this to be where I shine with aura management and monitoring which elements I can pick to overload and what shouts will be off cd around that time. I have a lot of other thoughts on this build but I would rather feedback that leads to discussion to bring those points up.
