Need help with a build - Staff PvE Elem or maybe S/D ?
I think Staff is fine. I don’t understand the PvE hate it gets, the control it provides outweighs the slight reduction in single target damage (vs. S/D or D/D) and undoubtedly you’re going to pull an extra mob or two now and again, so the AOE is useful.
Trait-wise, I might switch out arcane mastery for Elemental Attunement, I figure if the point of the build is perma-boons, why not take the free ones on attunement swaps. Sure you have to wait 4 more seconds for wave to come off cooldown, but with staff you have a good amount of finishers anyway, I doubt you’d notice the 4 second difference. Also, with elemental attunement, you get a regen boon when attuning to water which will trigger cleansing water. You can then get another double cleanse using your glyph heal.
You’re basically giving up 4 seconds of reduced cooldown on wave and 15s on shield, but you’re gaining a lot of boons, including a protection boon when switching to earth which may make up for the 15s on shield, a regen/cleanse boon when switching to water, might for fire, and swiftness with air. Elemental Attunement is just too good to pass up imo. That’s my 2 copper.

I’ve used staff since I got my first one around level 5. It’s amazing.
I use a 30/10/0/0/30 build. The key is swapping attunements while fighting to keep everything rolling, and 30 arcane gives the shortest attunement swap while giving you access to providing boons on your party while you swap, plus the larger AoE on staffs and I took the arcane shield at 25% health.
10 air for 20% more damage to sub 25% health mobs.
30 fire for 20% CD reduction, dmg increase while fire attuned and 5% additional dmg while target is burning.

Staff is fairly inferior in PvE. There’s a few situations where it works but I wouldn’t recommend it. But really you should be carrying enough weapons to cover every possible skillset you might need.
I stick to Scepter/Dagger for the most part. Sometimes I’ll use Dagger/Dagger. For dungeons I use Scepter/Focus.
Your traits are a bit too much glass-cannon for my tastes. I’m currently using 20/0/30/20/0. Lots of toughness and vitality and ways to stay alive. For my gear I have a lot of power, a lot of toughness, and a lot of vitality.
S/D for PVE and Staff for Dung and WvW

Staff is fairly inferior in PvE. There’s a few situations where it works but I wouldn’t recommend it.
I guess to each his own, but I highly recommend staff in PvE (I honestly do not understand the hate it generates with PvE content).
It gives you the longest range (if you can start the fight at 1200 range, you won’t get hit), tons of control (water #4, Air #3 and #5, earth #4 and #5, and a free dodge in fire), and the best heals of any of the weapon sets (try blast finishing in geyser or healing rain, watch you HP pool go to full…). Against a regular mob, if you get hit more than once, you probably messed up.
Seriously, when running PvE content I put on D/D or S/D when I wanna jump around like a crazy nut and burst mobs for fun (I’ll be honest, D/D and S/D are more entertaining than staff). I equip the staff when I wanna read a book or watch TV while solo’ing mobs, it’s that easy. Why all the hate?

I’m 77/78 right now and here’s what I’ve been going with. I’m slowly working more towards a Power/Toughness/Vitality build with my gear (I had more dps oriented stuff as I leveled mixed with a bit of Vitality so I’m getting rid of some of the Crit and sometimes Condition damage stuff and adding in Toughness) for decent survivability and decent damage.
When soloing doing hearts I go with Scepter/Dagger but most of my time is spent with Staff if I’m doing events, WvW, dungeons, or even story quests that involve large groups of mobs since staff has the AoE and control effects plus heals that deal with that a lot better (although some story quests I go with S/D if I can for better dps). So basically I run around in Staff and switch to Scepter/Dagger for certain circumstances when I am able to only pull a mob or two and burst them down.
I will be doing a lot of WvW at 80 as well as open world PvE stuff while I’m not there so that’s what my build is centered towards. The only trait I can’t remember right now is Water III – I can’t remember if I took that or something else. Anyway here’s my build, it has worked out well.

Everything is around surviving, since I’m 100% PvE. I want out of stuns quickly (cleansing fire or lightning flash), I want to be able to dump several conditions instantly (cleansing fire), and I want to be able to kite backwards, then instantly get distance when mobs get close (lightning flash).
Arcane shield for when I’m channeling something and a red circle appears under me. I can pop it and just stand there for the vast majority of them.

With all the combo fields Staff gives you, and 6 blast finishers, you can rotate through a series of combos that stacks might, burning, chill/cripple, and heals you for 50-75%+ every 20 seconds or so. In addition, with Sigil of Battle and the various combos, I’m usually maintaining 5-10, with up to 20 at times, might stacks on myself while soloing. The key is to have REALLY good reflexes, attunement swap like mad, and dodge roll into your fields for a massive number of combo effects.
