Guild Wars 2

For whatever reason, on my level 80 ele I can’t seem to get any of the water and earth attunement skills passed the first initial skill, for underwater combat.

I’ve obviously done a fair amount underwater combat at my level, but no matter how much I use the first skill for those attunements I can’t seem to gain the other skills.

I know this may be obvious, but are you killing with that attunement? It isn’t based on usage, based on kills.
