Opinions on my potential survivability
If you plan on doing PvE with 0/10/0/30/30 Go full berserk. The survivability you get from that trait build is enough to do about anything in PvE
The highlighted accessory is the only thing that is not berserk on me, and necklace is Syzygy. The rest is berserk. Traits are 10/10/0/30/20. For my personal playstyle it’s perfect balance between not being utterly useless by dealing no damage and not dying on every trash pack. 30 in water also bring high support capabilities for your group.

Are you able to survive well in Dungeons as well?
What do you do for Runes on your Zerker Gear? You go full Zerker there too (Ruby Orbs?)
Dungeons is what i do the most with this build. Currently at fractals 40+ and a dungeon master aswell. It feels perfectly balanced and i rarely die at all.
Runes is really a personal choice, you can go divinity, you can go scholar, or even eagle. It’s up to you and wont make significant difference. I like divinity the most

Good to know, thanks for the advice. I was considering going divinity on my Runes, maybe I’ll revisit that idea. The nice thing about going all Zerker is I can get a full set from COF which is fairly easy so that makes it an attractive option. Thanks again, sounds like your idea might work well for me.

Do you guys think this can work? Can a Staff Elementalist be fairly durable with a high Vitality and no Toughness? Thank in advance for any advice.
I would suggest you try Renewing Stamina the Arcana trait if you are going low in toughness. That should give you plenty of dodges to evade damage with your high crit chance build. A high vitality is necessary to take the big hits which you have, decent condtion removal for the dots (damage over time), and the traits and/or techniques to self heal. You should do fine in dungeons. Just how well you do depends on your ability to evade damage, that will be a big one. I run 1200’s in toughness and do just fine, but that is far from none which is 900 or so base I think.
