PVE Staff build help
You shouldn’t use Staff in dungeons unless you have someone in your party who can make good use of your fire fields, e.g. a LH Ele.
In open PvE I’m most comfortable with a Staff, I use the following build:

6 points in Fire Magic to maximize the damage of the fire attunement, 4 points in Water Magic for the (self-)heal and condition remove, and 2 points in Arcana for the greater Staff AoE. I ditch the last 2 points into Arcana as well for Vigor and more dodge rolls.
Signet of Air is good for running, as the above build cannot keep up Swiftness permanently; the other utility slots are just a preference thing.
I play a staff ele in WvW. Staff eles are in high demand in WvW because of their ability to AOE heal. We are also called on for crowd control like static fields and frozen ground, and ranged attacks on siege or enemy players on tops of walls.
I’m responsible for healing and support rather than direct damage, so I’m traited 0,0,2,6,6. In WvW, you will probably want a permanent speed boost such as signet of air, and you may want to mitigate falling damage with Arcane Abatement in the Water trait line. I like Glyph of Elemental Harmony for healing because I have gotten used to the boons it gives on attunement, but doesn’t sound like many other eles use that. I like having Mist Form on my skill bar in WvW. It has saved my squishy bacon more than once. For elite, people like eles to pull out a Firey Greatsword but some commanders will ask for Tornado. Tornado is more fun in my opinion. When you see you are going to get killed no matter what, its fun to hit that 0 key with the last of your health.

One thing I would add about WvW and eles is that if your server uses some kind of voice communication, eles must use voice comm. Even if you are a shy person who has trouble speaking up, even if your voice is weird and you cant stand the sound of it, doesn’t matter. You have to call out your water fields where the commander can hear them, or your team will suffer.
Cast Meteor Shower then transform to Tornado and watch your Meteor balls hit for 3 times the normal damage. It wouldn’t be strange to see numbers hovering 12k-13k.

Staff is fine for dungeons, its damage is great on mobs that just sit there and take it, its control is nice against those who don’t, and perma fire field are always welcome.

It’s fine if you’re in a group who can make up the Might stacks without you otherwise the parties DPS will be suffering badly. Perma fire fields are fine but if nobody is blasting them nobody is really going to see the benefit. Who normally has the most blast options? Oh that’s right, a S/F or S/D ele, not a staff ele.
Like I said, it’s fine if you’re in a group who already have an ele stacking might OR if you’re in a group that don’t even know what might is but for people that do know, they will soon miss you if they don’t have their 15+ Might stacks and Perma fury.
