Phoenix might be hitting too much
It should hit for 3 times in general if positioned correctly:
1x passing through the person
1x when it reaches the end of its travel and “blasts”
and 1x coming back
When it hits more than 3x, its either something where the person is moving or intersects their model multiple times.
It was a stationary npc, but do you think their hit box might be big enough that it counted twice somehow?

I think it might have something to do with that. I am not sure exactly how phoenix calculates its damage along is line of travel. If it performs a check at certain discretized “steps” along its travel, this could be exactly what happens, and why you get the MLG 5x hits sometimes.
I do know you get more of the hits if the person is chasing you, and it helps if you dodge away from them.
It would be much better if it would hit only one time, but 3x harder.

That would led to a nerf as some of the victims will see one very big number in combat log and starts complaining on forums .
