PvE Elementalist Build
Staff is long range, dagger is melee range. Up to you which you prefer.
If you feel you aren’t doing well, I’d use earth and water traitlines, until you feel more comfortable with the class. They have more protective and healing stuff.
Not my best class either, but that’s my initial suggestions.
depends on what you’re doing in pve
There is no single best build for everything. doubly so unskilled
Additionally, are you lv 80? Do you have tempest?
Anyway, staff is good. d/d is fine too, especially if you don’t have tempest

Honestly go arcane first, and go for glyph recharge or arcane recharge trait, if glyph use both your reg summon and your elite when you wait on cooldown, I think arcane is a bit more survivable though because it takes enemies out faster and you pop the arcane shield when needed, then go for air get the stamina regen when you crit, if you want condi maybe consider going earth after arcane instead of air.

No, don’t have tempest. If I go D/D, what do you prefer build-wise? (traits etc.)
Best tip for Staff Ele…keep moving…yes you have to plant for some things(like meteor shower), but otherwise…keep moving and uses your dodges very carefully to help keep you alive.
Non-Tempest Build I use…

Rune choices I prefer are Flame Legion, Fire, or Elementalist. (Fire is your big damage, so you will be in that attuenment more than others…but I rotate through them all based on the fight I am in…:) )
Sigils are your choice…just use a pairing that makes sense.
One key sequence I use is Arcane Shield>Meteor Shower. (The shield keeps your full channel of Metoer Shower from being interrupted MOST of the time…not 100%, but usually works well.)
I can because I want to
I want to because you said I couldn’t
