I’m using a Lightning Hammer build. Any advice would be greatly appreciated. Also how do i reliably use Tooth and Comet for pre stacking?
Focus just about always, dagger offhand only for prestacking.

Be sure to move slightly when casting both dragon’s tooth and comet, and be aware that certain terrain can cause the skills to bug and not work.
