PvE, Toughness or Vitality?
Personally I like Earth more then Water. So I’d go toughness.
Also if toughness workes like it should Less Damage > More HP. At-least IMO.
Earth stacks bleeds. Damage over time is nice. Though if you wanna go support then Water would be better.
I’m more concerned about stats form gear, and not traits. My traits are already locked in at 10/20/0/10/30.
Since I use double dagger, I’m upfront a lot more often and need to settle on a defensive stat. I’m just not sure what is more beneficial. Toughness, or Vitality.

TLDR version is that you stack Toughness if it’s predictable incoming direct damage. Vitality if it’s condition damage.
I had this same question for myself a week ago. I decided on vitality (HP) and went Valkyrie.
I have about 16k life now (lvl 80) and able to withstand dungeons a lot better. Overall I’m happy with the increase. I’m spec’ed 30/30 fire/air and 10 in water so no toughness from earth at all. My jewelry all has toughness in it though.
Because I can be lazy when I farm I often times face tank a mob for the last couple of hits and never get into trouble, so as you are using daggers life will be helpful.
Having said this I didn’t do any testing to see if toughness would actually be better, what I’m saying is that HP is working pretty well for me and I don’t regret it.
