Do Elementalist’s have a way to access two weapon sets? Like Dagger/Dagger and Staff so we can switch on the fly or do we have to pick on and change between battles?

We change attunements on the fly during battle, not weapons. You’ll have to wait until you are out of combat to switch weapons.
