Now go and play it, tweak if your playstyle demands it, and find stat distribution that suits you.

2) What role do you want to play (tank, DD, support, mix)
10/0/0/30/30 is only good for 5 man group roming on WvW now
I mostly roam in WvW and sometimes PvE. But i want my ele to be a mix between DD and a tank.
PvE ele must be DD only in zerk armor, otherwise high level fractals will last forever
You can’t be a DD and Tank for WvW.
Good tanky build to chaise zerg is 0/0/20/20/30 by daphoenix555
Good Damage build for small groups or solo is 0/30/0/10/30 but in it you can’t go zerging

Well im trying 0/25/0/15/30 for D/D PvE right now,

maybe Im just misunderstanding “Fresh Air”
but if it just refreshes your AIR-Attunement, meaning you can re-attune to air 9 sec faster (in best case if you do a crit the moment attune to sth else),
while every air spell besides auto-attack has a higher CD than that, I regard it as not that usefull (with D/D that is)
Explain me, if theres something else to it, which I dont comprehend pls.
Tempest Defence might me nice though

The 15 to Water give a nice extra heal everytime you do your rotation in my opinion.
As to Gear:
In PvE most of the time Full Zerker, sometimes Soldier, depends on Situation.

30 in Arcane , well I think Evasive Arcana is one of the best (if not the best) 30 Point traitline there ist.
If you want high dps, the best build is 0/15/10/15/30. If you want to tank, the best build is 0/0/20/20/30 (both of these in wvw).
Fresh air CAN have use outside s/x b/c the lightning proc is nice, and it gives some unpredictability in rotations. Also, lightning whip is a good portion of your damage. However, you give up quite a bit to get there, and its not worth taking unless you are going full-cannon. If you are going full-burst, you might as well play s/d.
I have found tempest defense to be useless as we rarely ground people ourselves, and if you want more dps on someone in wvw who is down, they will probably die anyway. The static field is also bad b/c it is a 90s cooldown and still gives them 1 more hit before being stunned. On other classes that might be ok, but “1 more hit” on eles is pretty much death.
