Simple question: when I grant regeneration to nearby allies, is the strength of the healing on Ally 1 based on my healing power, or Ally 1’s healing power?

If it’s not your Healing Power then I would be really surprised. It really wouldn’t make sense.

The same applies to Boon Duration. Boons you grant (to others and yourself) are affected by your own Boon Duration and not theirs. Just as Boons granted to you from others will not be affected by your own.

Checked it with another warrior with 1200 healing power giving regen to my 200 healing power elementalist. The regen boon was ticking using HIS healing power (1200).

It is short WRONG summary.
As I stated just before you: regeneration is based on CASTER healing power. Already tested it.

lvl 80 warrior with 1200+ healing power giving regen to a lvl 80 elementalist with ~200 healing power (me): about 280+ HP for each tick (can’t remember exact values)
It would have been ~150 Hp every tick with my ~200 Healing Power.

All boons and healing use the stats of whoever applies the boon / healing. If an Elementalist using Healing Rain, the regen granted is based off the Ele’s stats, not those standing in the rain. The recipients’ stats make no difference.
