Other professions don’t get a cooldown when they switch weapons out of combat. I think the same should apply to Elementalist attunements, which are essentially the same thing.

A little tweak that would make playing Elementalist a bit less frustrating.

You can easily add a cooldown onto those effects instead.

You can already get infinite swiftness by traiting for glyphs and using the glyph heal.

They need to do it like they did engineers. With traits, every time he puts on a pack he can get swiftness and vigor. however, it can only proc once every 5 seconds. Anet never realized they could do this with ele as well.
