RtL bug?
The implementation was a silly idea. Having a slightly longer cool down but the same wether you hit or not would have been much better. Try playing from here in Australia, RTL almost never hits unless under 600 range and then it still can fail.

Not a bug. Stealth works the same way but it’s actually good for the person in stealth.
They probably didn’t bother to try out how their hit check works before making a huge nerf.

If you watch the stream, you can see they put next to zero thought into it.
Even when asked outright if RTL cd would be affected by Aegis, Blocks etc, both devs looked at each other & said blankly Yes, that should still work.

Thats not the only issue it has, it STILL gets stuck on the tiniest of objects as well. I just cant understand why it was nerfed in pretty much every way possible.
Now i would under stand the cool down not being reduced if you dont hit something – then they go and make it so that it can be blocked easily…
It needs to be reset to the way it was, give it a 30 second cool down when it doesnt hit someone, 15seconds when it does. Or 20 seconds when it does and make it a stun breaker again.
If they insist on the ridiculous cooldown, damage needs to be upped by 200% and it needs to become unblockable and be a stunbreaker. That is the only way I will accept the ridiculous cooldown of 40 seconds on a weapon skill when similar skills on other classes have cooldowns below 20 seconds.
