Is this for PvP? If so, Soldier (PvP version of Trooper) is best because conditions are rampant. You’ll also never need the swiftness from Radiance and increased aura duration just won’t help you more than cleansing a condition. Light Aura can be nice, but again, it won’t help you more than condition cleansing. Soldier also provides toughness which you can never go wrong with right now!

In pvp i also run soldiers (Trooper) with four shouts.
In WvW i run durability.
Radiance is a good one. You can make a very nice d/x build with it.
So pick what you like. another nice one for me in a power build is surging.

Rune of soldier should be used against heavy condi team.

Rune of Radiance you can use to get more from auras – it’s good alternative to soldier r. but you need to have Cleansing Fire traited to make build optimal.

Rune of Earth or Leadership to make protection almost permanent- it’s kinda ok if you fear heavy power dps builds.

Rune Of Monk to upgrade your healing.

So there are more then 2 options out there.

For sPvP, you want Soldier, hands down. For WvW… depends on how serious you are. If you’re serious enough to have a WvW set, definitely consider putting Trooper in it. In any PvP scenario, you can never predict whether condition removal will be important, but the smart money says that if you can throw a bucketload of condition removal, that will be a bigger boon for yourself and your team than the Radiance bonuses.

(If for whatever reason you do know conditions won’t be a problem, then Radiance might be worth considering. Even against power builds you’ll want an answer to Immobilise, though.)

For PvE, though, you can generally predict whether conditions are going to be an issue, which could be anything from ‘bring lots’ to ‘don’t need any’. So if you’re mostly thinking about pure PvE, then of the two I’d lean towards Radiance because it has more versatility: it’s still useful when condition removal is unimportant, and it will still be useful (although possibly not AS useful) if you switch out of tempest for a core build or a new elite specialisation, which Trooper won’t be. If you don’t mind having one set that’s purely for Tempest then having an armour with Trooper runes will be a useful ace in the hole for when lots of condition removal really is needed – however, if you’re willing to drop Powerful Auras, you can get a similar effect from combining Cleansing Water with Invigorating Torrents.

To those who think Scarlet hate means she’s succeeded as a villain:
People don’t hate Scarlet like Game of Thrones fans hate Joffrey.
They hate her the way Star Wars fans hate Jar Jar Binks.
