Totally agreed.
Scepter is still incredibly clunky, and I hate that you have to take Fresh Air for it to be even semi-viable.
Back in the day people played the meta d/d build with scepter and it worked fine. Its not a requirement, but you miss out on easy potential damage. I’d even argue scepter is better than dagger for 1v1.
Scepter is in an okay place how it functions currently. The biggest thing is the lack of consistent damage (though has large, hard to avoid burst) and being unable to cut through the toughness of bunker playstyles

Yup, I can relate to this as well.
I think dagger offhand could use some improvements but I must say, most of dagger offhand skills are fun to use. The only exception being water offhand. I think they could change #4 into something like Ice Block that will block 3 attacks within 5sec where upon blocking the 3rd, will shatter granting you and all allies with frost auras or if you use the chain skill Shatter Ice, it will chill and daze nearby foes. That sounds like a fun kitten skill, much better than boring old frost aura.
The problem of the scepter is that without fresh air it doesn’t work. That because it has a nice burst (far to be the best in game) but like 0 sustained damage. In poor words, after you use Phoenix you do nothing.
With fresh air it is amazing. Because you add at the burst a little bit sustained damage. But you can’t take air trait line in this meta because you have to drop earth (so byby protection) or water (byby condi cleans).
Arcane OR tempest lines are still mandatory.
About Dagger offhand the problem is that you have not any good defensive skill in it, so with the power creep around you can’t facetanking everything and healback like in the old dd cele metà .
What to do for make scepter and Dagger offhand viable?
Nerf everything, I mean really everything of the other classes, traits and skills, and also tempest trait line and skills.

I have been having a decent time running d/d, the extra CC’s it can provide help with denying stomps and rezzes
