the autoattack on water will do mroe damage than the two seconds it takes to cast it.. its only benefit is aoe, but.. even then.. there are so many better AoE skills to use on a downed player. i would not want to give up two seconds to somone trying to revive them all for a kittenly 400 damage aoe.

I only use it when im leaving water while running away cause ..why not,not anything better to do !
I also use it sometimes right before i dodge since it might have 2 sec casting time but its bugged and you can still dodge or get cced duting that period with it going off at the end.Its actually semi decent when i cast this dodge in air and use air skills +arcanes+water 2 all on a target mid dodge
People generally dont expect that amount of pressure coming from someone who is just ..dodging :P
I use it for the vulnerability. If everything else is on cooldown and i don’t need to heal myself or teammates, then i’ll use shatterstone. I forget how many stacks you get per hit (i think it’s 4), but i usually cast water 2 twice then go into my might combo.
The only issue is, I don’t know if the extra damage i get from applying the vulnerability outweighs the damage i lose in the 4-5 seconds it takes me to cast it. Man i would kill for a damage meter, haha.
I don’t use it for pvp though. Scepter is like my primary pve weapon.
I also agree Shatterstone is terrible! According from the leak update note, Anet buff some Ele skill but completely ignored Shatterstone… (or any Water Attuntment damage spell such as Ice Spike that huge delay!) They just completely encourage player that water is for pure heal… bountiful power in grandmaster water trait got nerf… Look at Ele signet…. every signet got buff except Signet of Water. (remove condition every 10 sec is a joke… we have traits in Water that remove condition much more better) And that apply chill duration is so short and useless…. A Necro can apply chill duration much longer.
I was a serious veteran player from GW1 since 2005, it seem like Anet tend to have this tendency on making every water related spell/signet weak until few years later when they finally decide to show some love in Water/Ice field.
Tbh the only real problem is the huge aftercast, and they were reducing aftercast on lots of other spells, maybe we can hold out hope for a reduction here too
Only time I really use shatterstone is when air is off cd and there is potential for it to hit (like on a downed target. cc’d target or someone who’s on top of me a la s/d thief), switch to air and you really dont feel the aftercast.
But its so rare that this situation arises.
Just play regularly and forget the number 2 skill when you’re in water. Think that number 2 water skill never existed. You’ll thank me one day.

in dungeons for some extra stacks of vulnerability on enemy. But the vulnerability from shatterston doesn’t last long enough either.
