The descripton, in wiki anyway, is “Arcane and signet skills cause vulnerability when activated.” Our attunement or use of weapon skills has nothing to do with activating this effect.
Water just happens to be our attunement that can inflict vulnerability with our weapons. hence the name I guess. I’ve never used it. Have you tested it? Should be pretty easy to do!

I would believe it does, however note that vulnerability is a stackable debuff = Target takes +1% damage per stack. So unless it drops like 5-10 stacks per signet it is, like most Elementalist traits, worthless.
It is used in combination with the trait that gives 20% more dmg on targets with vulnerability and in Water. Then you spam Water 1 while chilling with Arcane Whatever. Unfortunately Lingering Elements is bugged in combination with that trait so those dont work together so you cant keep the 20% dmg for 5 seconds when you change away from Water. No crazy double lighting strike RTL with 20% more dmg im afraid.
Havent tested it lately but yeah.
