That is correct, just like fresh air not having the 5 secs cd. Fixes should come soon.
Same happens with DT btw. If you get CC’d before the DT lands, it will land but do no damage to anyone, while all other ground cast spells do.
DT is not a ground cast.
Both bugs need to be fixed, though.
Yeah, I posted in the bug forum about this. Fire Focus #4 and Water Scepter #2 get interrupted by the auto-attack, but are still able to be used out of combat, with auto-attack turned off, or with your back turned to the enemy you’re engaged to.

Dragon’s tooth always shows the animation, regardless or not whether you finish the whole cast. I don’t think it’s a bug. Try starting to cast DT then cancel it as early as you can – it will still show the animation, but in fact the spell has not been cast and will not do damage.
The spell has been cast, but if at any point while it’s suspended in the air you get CC’d, it does not damage because its damage seems to be tied to you until it lands, and if you get CC’d it is nullified.
remove shatterstone’s activation time completely
