I can’t disagree or agree with your suggestion though, since I don’t know enough about how the decision was made.
A Cantrip isn’t an elementalist transformation spell. Cantrips are unique to elementalists and serve as stun breakers. They also all add to the survivability of the elementalist in one way or another.
Some classes have class specific transformations while others can transform via norn/human racials. For a list of transformation you can see the Wiki, I think tornado fits in line with these skills rather than Cantrips.
Tornado being a cantrip wouldn’t change anything. A bad elite on a shorter cooldown is still bad.
It shouldn’t exist period.
a bit of an over reaction, maybe, but honestly I don’t understand why we turn into a Tornado as some sort of elite. Why can’t be have something that works with our skills and what not, rather than replacing them wholesale?

Well it could be worse aguess, fiery greatsword and tornado could also lock us away from our profession specific mechanic….oh wait
