Sigils
Sigil of Leeching does work with attunement changing.
I personally run with Geomancy + Accuracy Sigils on my D/D.
I tried out other Sigils (Battle, Doom, Energy, Intelligence etc) and found this set up to fit my build and playstyle better.
I know a lot of Ele’s use Battle due to being able to stack up a lot of might due to going Bunker and getting a bunch of Boon duration stacked up.

I m not bunker but i need many stacks to do some damage :/
i use leeching underwater and it works.
A PvE player is supposed to avoid a 1-2 second 1 shotting aoe.
A WWW player is considered uncapable of avoiding a 5,75 second aoe for half his health.

Personally I go superior Hydromancy and Accuracy. I run cavaliers so I have enough crit damage to use the crit chance, and hydromancy is actually a large chunk of damage. Not to mention the immense control of being able to pop frost nova TWICE.
Elementalist – Necromancer – Warrior
Superior Sigil of Hydromancy. You land that on them, the water attunement chill and frost aura. They aren’t going ANYWHERE.
Oh and Superior Sigil of Life. Sigils that stack on kills work best with bunkers cause we simply have the means to stay alive. Unless of course you’re one of those people who run around killing random mobs in WvW after each death…

Battle and Bloodlust. I can reliably keep 10 stacks of might which is 350 power. Add another 250 on top of that for 600 power.

Sigil of Life on my PvE staff ele. Healing power scales well for us, to the point which we can potentially get better returns from it than raw vitality.
As for weapon swap sigils:
1) They activate when switching attunements
2) They have a 9 second internal cooldown, so elementalists can’t break the game with them
3) This cooldown isn’t visible, as far as I’m aware.
If you’ve got Arcana at 30, you can use the recharge timer on the attunement you just left to work out when a weapon swap sigil will be able to trigger again.
I use Battle on both D/D and Staff – I just love the constant 6 stack of Might from it. It’s a noticeable boost to both direct damage and condition damage (condition damage isn’t that important on either set, but it’s still a decent boost).
I do like Hydromancy a lot for D/D as well but I ultimately picked Battle over it. Battle is a constant boost that’s always useful, while Hydromancy is situationally more powerful but not useful in every scenario. Both are good choices, I think.

Yes I do use Bolt to the Heart but that’s mainly a PVE talent. My damage is really high in PVE when NPCs are at 33% health and I’m rocking 3300 power.
In PVP my Lightning Whip just shreds people when less than 33% health
