Does the passive activation count as “a healing spell”. That is, when something says, “[Effect] whenever you use a healing spell (10 sec. cooldown)” Would the SIgnet’s passive activate it? Or do I have to activate it?

Not really sure where you get your quotes from, or exactly what it is you’re asking but I’ll try to sum up how Signet of Restoration work.

Passive effect: Grants health every time you cast a spell. (Meaning that every time you cast a spell you will reseive health. Pretty sure it got some to do with the amout of Healing Power you got but I get 235 health each time I cast a spell.)

Active effect: Heal yourself. (Work like most healing spell. Simply heals you for a certain amout of health. Also effected by Healing Power. Mine heals me for 3425.)

The Passive effect is sorta like a boon with no duration. It’s active as long as you don’t use the “Active effect” aka. use Signet of Restoration. Once you use Signet of Restoration the passive effect will be removed until the cooldown on the healing skill has been refreshed.

It will not trigger traits/runes/sigils that trigger on healing skill use, no. You need to activate the signet for that.
