You shouldn’t compare skills in a void though – elementalists have plenty of other sources of healing, while warriors (usually) don’t.
Before the inevitable replies telling me how warriors heal too much, I haven’t said anything about class balance here, I’m just pointing out a flaw in OP’s reasoning.

signet of restoration 1s every cast spell with my gear 4148 after 15s + 3.5s ether renewal casting speed with ether renewal after 5504 + 8 conditions cure. signet of restoration need better scale 0.2 or 0.3
vs Warrior healing signet its underpowered warrior 362hp every 1s vs 202 every cast spell so warrior dont need do nothing and got regen every second we must cast spell so after 2s warrior got 724 healing we got 404 if we casting spell and with Cone of Cold/Drake’s Breath we got healing only on activation for another 3 tick of dmg we dont got healing
Then what do you think of the thief? 220 hp per attack, Dagger auto-attack is 3 times a second applies poison and does pretty good damage. That’s 660 hp per second (with cleric runes, with celestial runes its around 190). If you add in a couple more traits you can up that healing to well over 500 per attack.
I slightly disagree with your note though, The elementalist also has access to near permanent regeneration, soothing mist and a couple healing skills and heal on dodge, atunement swap and with sigils even more heals. We have more than enough access to heals and the signet greatly compliments our already amazing heals.

My point still stands though, elementalists have ridiculous amounts of non healing skill healing, so you shouldn’t just compare healing skills like that.
This won’t get much agreement here just because of warrior healing signet. Ether renewal can be interrupted it isn’t the same. You can trait signet to give the passive even if you use the active something no other similar heal can do. Like has been stated don’t compare in a void. We have heals on our weapons how
can you dismiss that.
You can actually use the signets active and stay alive on a ele on a warrior it is certain death.

I think Signet of Restro is okay as it is. Though it seems VERY weak if you use anything other than D/D or D/F in my opinion. You need fast attacks to get as many heals as you can as fast as you can, something that the other weapons don’t have. Scepter is okay but let down by the auto attacks.
Funny thing to see this thread, when minutes ago was arguing with guy who said this signet is op… For me it is ok in pvp, but imo in wvw not working as well as ether renewal.
Personally I think all the healing signets (except Mesmer) need to have their actives changed/buffed to be much more interesting instead of being last-ditch heals. The passives are fine though.
I think it’s alright as-is, personally. Yeah, it sucks for staff eles, but for D/D it’s a pretty large amount of healing in a short amount of time. If you were to buff it to the point where it would be useful for slower weapons like staff or scepter, it would be OP on D/D.
Plus, as mentioned by others, eles have other ways of healing pretty easily. I wouldn’t use this on non-dagger builds, but I don’t really think one heal should be the end-all for every single build anyway. Healing Signet excluded, of course, because warrior skills can do no wrong.

Don’t kid yourself, SoM doesn’t compare to HS or SoR when you look at the requirement to make it heal something valuable and not make you anything less than a fly on the battlefield. SoM isn’t that great for thief aside from pve.

If you want to talk about balance compare the skill with equivalent skills in the class (other ele heal skills). Or else consider the class as a whole with another class. If you pick and choose one skill from one class and another from another class, it’s not going to be meaningful.
For example, signet of malice (thief heal-on-hit) is positively terrible compared to signet of restoration because not only is the healing lower, the heal is on-hit, not skill use. Should I use this logic to say signet of restoration needs a nerf? It’s not meaningful to make that comparison while ignoring everything else.
Balance is about choices. Signet of resto is a strong choice (compared to other ele heals) for non-glass d/d, d/f builds, as well as s/x builds. If you agree with this, you can’t claim it needs a buff. But pointing to different skills on different classes while ignoring everything else about the class differences is meaningless.
Signet of Restoration is fine, now if you want to talk about signet builds in general I would agree they need a bit of help.
But back to the Signet of Restoration, hypothetically if your trait into signets you can get Signet Mastery (Earth 2) & Written in Stone(Earth12) you can potentially gain the passive affect while using the active affect every 20 seconds. . . Unfortunately Signet builds are only good on paper and stink in practice. Which leads me back that Signet Restoration is OK but Signet builds could use a little something.
