Guild Wars 2

Test were done with Steady weapons and naked while messing with Power # with Amulets.

Took the liberty of finding the Skill Modifier for each attack for the Elementalist. Along the way i found that a few skills doing less damage than the listed Tooltip.

Dagger
Fire #4 (Doing less)
Water #3 (Doing less)
Earth #2 (Doing less)
Earth #3 (Doing less)

Scepter
Water #1 (Doing less)
Water #2 (Severely less damage than tooltip)

Focus
Fire #4 (Doing less)
Water #4 (Doing less)
Water #5 (Doing less)

Staff
Water #2 (Doing more)
Air #1 (Doing more)
Earth #5 (Doing less)

Formula is
Skill Modifier * Weapon Damage * Power / 2600(Heavy Dummy!) = Damage

Make sure to use Steady Weapons, if done correctly you should hit for tooltip damage or 1 less. The reason 1 less is because Tooltip rounds up but actual damage rounds down.
