Skills that are cool but could use some help
Conjures
Definitely agreed. I like conjures but they’re just worse than our regular weapon sets. If they were molded into a weapon swap that might be ok? My biggest complaint is the high cooldown for the (often) just one or two skill casts.
Arcanes
I love the arcane skills but you’re right they need a lot of help. I feel like they require the Elemental Surge trait to function at all (save maybe for Arcane shield which as you pointed out has an absurd cd).
Arcane Power. I really want to like this skill but it’s so weak and unsynergistic. Five crits is good and all, but any build that uses Ferocity is also using Precision. 100% Crit rate for 5 attacks isn’t so good when your base crit rate is already 70-100%. If it could specifically apply to non-crits, that may be useful. Reducing the cooldown to 30s (from 45) and the duration to 20s (from 30) might help for Elemental Surge procs.
Arcane Blast. With Elemental Surge it can keep the ferocity buff (+150) up almost entirely on its own. Perhaps if the skill cast 3 bolts instead of 1 (3x Elemental Surge proc & 3x Projectile finisher) it would suddenly become a really good choice with the trait.
Signets
I think Signets are mostly ok right now? Fire is our best condi utility by a good bit (though like you said, the long duration means best for bosses/raid). Air is a low-cd stun break and the healing signet is certainly usable.
I think Water is just bad, but that may be because I don’t value chill very highly. If we had a trait that took advantage of chill, it might be alright. I’m inclined to think that if the active and passive were swapped, that might be ok too? Passive: Attacks apply chill periodically (10s icd). Active: Remove ~3 conditions.
I’m really unsure what to think of Earth. The bleed is so-so and the immob is ok. I’d consider using it in a condi build just because there aren’t many other good choices.
Arcane Resurrection
Just putting this here because while we have a lot of underperforming traits, this is one that I feel needs a serious buff. Nearly every other class’s revive traits are better, and are an adept. And they often apply their effect at the start of the revive, thus protecting themselves and/or the revivee during the revive while ours applies afterward.
Current effect:
-Increases revive speed by 10%.
-Grants an Aura based on attunement upon successful revive.
A few easy additions might be:
-Create a Swirling Winds when reviving an ally.
-Apply Arcane Power when reviving an ally.
-Combine with Final Shielding (Apply Arcane Shield when HP drops OR when reviving, shared icd).
-Apply an effect base on attunement: Ring of Fire / Geyser / Static Field / Dust Storm (WH skill, perhaps not).

if conjures worked as is but after summoning the one on the ground, your summon skill turns into a swap, like kits, that works until you run out of charges. would make them good
People have been complaining that conjures are crap since the beginning of the game. They simply don’t care.
