So with the last patch they buffed condition ele to be the top spec in terms of dps, but my question is, did this replace the power ele builds in raids and fractals?

where is a condi ele buff ? Glyph does way less damage now just a bit burstier. Arcane power now has one stack less but is buffed due to being for your team (which is powerful). Rebound buff is not condie and drakes breath only PvE dagger.
So the only thing that realy buffed condi ele is arcane power which leads to much higher team DPS if you trait it.

Condi tempest is actually with condi thief the 2 top DPS build of the moment, and it has One of the easier rotation of the game.
That said a very good rotation in Power Tempest can provide a competitive dps, while bringing more cc and team utility

For wvw and running d/x out side of full support mix is best. For spvp there just bunker support. For Pve open world staff still best at tagging so power. In say dungeon and fractals i do not know. For pve raids i think condi is the best atm.

In fractals, I’d say power is still better. All the power builds have better burst and their CC capabilities exist, unlike the ones of the condi build.

For raids… On certain bosses power is probably still a better pick. On other condi will be clearly ahead and it’s much easier to play.

Both power and condi are good on tempest, power dmg on tempest didnt get nerfed as much cause its still the best power dps in the game while other classes got the D cause the 10% from seaweed was the only reason they even competed(looking at power guards, thieves, mainly). Condi temp is huge dps, on the downside it lacks flexibility cause all dmg is on FIRE attunment and as soon as u change rip dps, thus u are forced into staying on fire and relying on group for pretty much everything that isnt dps. So its amazing for raids but in fractals a power tempest still brings more on the table(cc,prot,blinds,reflects,heals) along with nice dps.
