I (personally) am only comfortable with the Staff. I find Scepter/Dagger and Scepter/Focus acceptable, but still lack luster in many ways. Either way you look at it, you are not there to kill things. Now, you can kill things…but the things you kill have to have no functioning brain cells and stand in your AoEs that have a ridiculously long wind-up.
I run the same build with the same traits and roughly the same gear for PvE, WvW, and sPvP. You can find this build here In PvE/WvW I have a lot more healing power, a little less power, a little more condition damage, and a slightly higher vitality rating. Screenshot Exotic crafted gear in all slots, Clerics all the way down the left hand side, with Sapphire Accessories and Chrysocola Rings and Amulet. You can see all the stats but condition damage and healing power from the SS which are 399 and 970 respectively.
PvE: Pretty standard support build that emphasizes staying alive and doing massive condition removal/AoE healing coupled with all the useful combo fields to help control trash packs (at least as best as the absurdly long cooldowns let you). Done every explorable mode path in the game, haven’t completed a select few due to bugs/bad tuning but I’ll stop right there before my post gets deleted again from over-moderation of opinionated truths.
I’m the 2nd person who usually gets asked to run dungeons with someone (1st person being our Rangers because let’s just face it, they are prettykittenridiculous). When there isn’t a Ranger in our guild’s explorable mode runs, it is noticed, when I’m not in there splashing around in water fields and the like, it is noticed (my lack of damage isn’t missed so much as the lack of combo fields for everybody else to leech off of is). Pretty much all I can say.
WvW: It’s like playing PvE only where every enemy is a bloody Ranger or Thief spamming a ranged weapon. I’ll sometimes drop Armor of Earth in both PvE and PvP in favor of Lightning Hammer (video on this here) But I usually stick to Armor because I (along with the silly Charr Ranger you see in that video) am typically the 1st one to bum rush 20 people in WvW and break their rank (ranged ping-pong is lame) or get them thinking “What the hell are these two thinking charging into 20…OH CRAP something doesn’t fit” and Armor helps vastly in making sure you are the last one out of that mess, alive of course.
sPvP: Plays just like PvE and WvW, sit there splashing around for 2k healing in any attunement over your healing fields (4.3k if in water) and denying opponents the opportunity to get close and be aggressive with lots of red circles, most of which are no threat and will probably never land any damage anyway. Did a bunch of ‘duels’ last night in-house with some guildmates because they got tired of me blabbering about how terrible Elementalist damage is and my lack of punishing abilities if someone tries to run away realizing that they can’t kill me.
We both ate our feet after hours of dueling and bickering. I indeed am not able to finish someone off without a massive amount of luck in interrupting their heal via Gust and Static field, and due to short duration, long cooldown CCs, am unable to punish people who run away like sissies. But conversely, not a one of them could kill me, or really ever get close in a 1v1 situation. In regards to 1v2, you definitely need to know what specs your two enemies are running and how to counter them, otherwise it’s one helluva skydive off Mt. Everest, but coming out alive is not impossible (kept a Pistol Whip Thief and Dagger/semi minion (?) Necro from killing me for a good 5 minutes). If worse comes to worse, do what you gotta do and run like a sissy until help arrives.

Edited main post withkitten of the build, dunno why, but your link does not work either Nighthawk. Runes are Superior Rune of Speed (in case anybody was wondering) and in sPvP the Amulet is a Valkyrie’s Amulet with a Knight’s Jewel (you can toss those into the calculator on the skill builders and see the end results in stats for yourself and compare to the PvE side of it).

You technically don’t, but since using one does not put the other on cooldown (tested both ways of talent proccing then manual use and vice versa), it’s a nice little way to get that extra bit of passive defense plus getting to use it for a stunbreaker/retreat utility on command.

I’m curious…you said you do WvW with this build which looks like it’s mostly set up for healing. How do you fare with contribution medals/karma as far as taking points? Are you still able to get golds and good karma?

As far as getting gold on defense…I’ve never seen it happen…for anyone. Even leading the charge and pushing back zergs to their own tower/keep. As for offense you can get gold contribution just for standing in the circle to cap the point, beating on the gate for a few seconds, or tagging the Tower/Keep lord with a few spells.
