Focus/Dagger + Elemental Bastion + tempestious aria (if you take remov condi on regen then invigoration torrets!). And i would considder the recharg reduction in water + the aditional frost aura. For tempestios aria use at least 3 shouts.
For healing the rune is fine. I would prefer soldiers with your build.

I think earth water tempest would be better for pure healing support. Earth lets you have perm protection and a lot harder to kill where arcain just gives you one more heal and only near perm protection for mostly your self.
My ideal of the all in healing build.

I haven’t tested this but Imbued Melodies has 10 seconds cooldown according to the tooltip. So as long as you’re getting hit at least once every 10 seconds you should be able to give out magnetic aura to your team with 50% uptime, more with the aura runes – with Imbued Melodies + Powerful Auras.

Also, you need to have a warhorn in order to get either effect of the trait so NO.

I run tempest as air/water/tempest, even in a pure support role, along with aura sharing and elemental bastion (plus runes of radiance). Utilising fresh air and air skill recharge reduction, you have easy access to two static auras for healing, along with pumping out fury, swiftness, vigor, and regen every time you throw out an aura (which is a lot). In addition, you also deal respectable damage via high uptime of lightning storm (especially if you’re in a set such as celestial/zerker mix). Also, never underestimate static aura. Unless the enemy has a break bar (which static aura will help shred anyway), the constant stuns prevents a lot of the more damaging multi-hit attacks meaning you simply don’t have to heal as often.
The warhorn skill is fairly meh, since you lose out on so many aura heals.
This has worked a bit for me, but its not by far meta.
As others have mentioned, for pure support, going into Earth over Arcane is probably better. It’ll give your allies damage reduction and can let you reduce damage on yourself through either Diamond Skin or Stone Heart. For a more offensive support, Air is the obvious choice.
Here is something I’ve been doing: Instead of going full Clerics, I swap out a couple pieces of armor for Magi stat. This stat is still Healing Power major, but also gives Vitality and Precision. I don’t really think the Precision helps all that much with my DPS expect maybe on Air Overload, but the extra vitality on the armor certainly does. It also allows me to drop Runes of Water for Runes of the Monk, which I believe are arguably the best healer runes in the game.

I just tested the trait and it seems all kittened up. Not only did it stop working with no warhorn equipped (I’m pretty sure the sand squall proc also happened on staff in bwe3) but the cooldown of the sand squall proc from quick tests (with warhorn equipped to it works) seems to be 20 seconds not 10 like the tooltip of the trait states, and not 30 like the tooltip of the ability states… with the earth cooldown reduction trait, and 30 seconds without the trait.
So exactly Sand Squall’s cooldown, but it only procs if you have warhorn equipped… what’s the point then? Also why even have the trait show 10 second cooldown?
